The Defense Logistics Agency (DLA) Internet Bid Board System (DIBBS) is a web-based application that enables the vendor community to search for, view, and submit secure quotes on Requests for Quotations (RFQs).
Full DIBBS registration is a two step process where you fill out the required fields in the online registration form and submit. DIBBS will then mail you a postcard to the address associated with your CAGE record in SAM. The postcard will contain a PIN number.
Step 1: Click on the Quote link for your solicitation in DIBBS Navigator or log into your DLA/DIBBS account here and click the login button in upper right corner of the home page. Enter your user name and password. Step 2: Enter your solicitation number (without spaces or dashes). Step 3: This is the bid form.
Post Award Request (PAR) An electronic request for administrative action or information on. an award which can be created and submitted by Vendors via DIBBS in EProcurement.
To do business with DLA, vendors need a D-U-N-S number from Dun and Bradstreet. Vendors must have a CAGE code. If you do not have a CAGE code, you must register your company with the System for Award Management (SAM) in order to do business with DLA.
In order to access cFolders to view and download drawings, you must also have a cFolders password:

- Provide your CAGE, receive a 4-digit temporary password.
- Receive email with second half of temporary password.
